A planet sitting exactly on the exaltation degree is considered extremely powerful.

The opposite is true for debilitation. When a planet is at or near its debilitation degree, its qualities are weakened, distorted, or expressed in a less effective way. This does not mean the planet is useless, but it does mean the area of life it governs will face more challenges, and the planet will need more support (through remedies or other chart factors) to express itself well.
